What Is Waterset?

Waterset is a master-planned community developed by Newland Communities, one of the largest and most respected residential developers in the country. The community encompasses over 1,600 acres along the Little Manatee River corridor in Apollo Beach, just south of Riverview and about 25 minutes from downtown Tampa. When fully built out, Waterset is expected to include approximately 4,000 homes across multiple neighborhoods and product types.

The name is fitting. Water is a central theme here. The community borders the Little Manatee River, and the internal design includes lakes, conservation areas, and a kayak launch that gives residents direct access to the river. The nature-oriented approach sets Waterset apart from many of the other new construction communities in South Hillsborough County.

Newland has a strong track record of building well-planned communities (they’re behind several successful developments across the Southeast), and it shows at Waterset. The amenity center opened early, the trail system is already in use, and the community has a genuine sense of place that you don’t always get with brand-new subdivisions. New phases are actively being released, which means there’s still a solid selection of lots and floorplans available – but the most desirable homesites are selling fast.

Homes by WestBay

WestBay is a Tampa-based builder with an excellent reputation for quality and design. They’re building on the larger lots at Waterset (60′ and 80′ homesites) and offering some of the most impressive floorplans in the community. WestBay homes tend to be on the higher end of the price spectrum here, but the finishes, open layouts, and included features justify the premium. Their model homes at Waterset are worth touring even if you’re just exploring.

David Weekley Homes

David Weekley is one of the largest privately-held home builders in America, and they bring a strong combination of customization and value. At Waterset, they’re offering homes on 50′ and 60′ lots with flexible floorplans that allow buyers to personalize the layout. Weekley’s design center process is one of the best in the industry – you get a lot of choices for structural options and finishes without the chaos of a fully custom build.

CalAtlantic Homes (Now Lennar)

CalAtlantic merged with Lennar in early 2018, so you may see this builder listed under either name depending on when you look. They’re offering some of the most affordable homes at Waterset, building on the 42′ and 50′ lots. Lennar’s “Everything’s Included” model means many upgrades that other builders charge extra for come standard – smart home technology, upgraded appliances, and granite countertops. If you’re looking at Waterset on a tighter budget, this is the builder to start with.

Ashton Woods

Ashton Woods is a design-forward builder known for contemporary and transitional architecture. At Waterset, they’re building on 50′ lots and offering some of the most stylish exteriors and interior layouts in the community. If you want a home that doesn’t look like every other house on the street, Ashton Woods is worth a close look. Their standard finishes are a step above many competitors.

The Waterset Club is the community’s main amenity center, and honestly, it’s impressive. Newland didn’t cut corners here. The facility is already open and serving residents, which is a big deal – many new communities don’t open their amenity center until hundreds of homes have been sold. At Waterset, the amenity center was a priority from the start.

Trails, Kayak Launch, Parks, and Dog Park

Beyond the Waterset Club, the community’s outdoor amenities are a standout feature. Waterset’s location along the Little Manatee River corridor gives it natural assets that most new subdivisions simply don’t have.

  • Trail system – Miles of walking and biking trails wind through the community, connecting neighborhoods to the amenity center, parks, and conservation areas. The trails are paved and well-maintained.
  • Kayak launch – This is a genuine differentiator. Waterset has a dedicated kayak and canoe launch that provides direct access to the Little Manatee River. Paddle out and you’re surrounded by natural Florida – mangroves, wildlife, and one of the most scenic rivers in the Tampa Bay area.
  • Pocket parks and playgrounds – Multiple park areas are planned throughout the community, with some already open. Each neighborhood section has easy walking access to green space.
  • Dog park – A fenced, off-leash dog park is available for residents. In my experience, the dog park is one of the best community-building amenities a neighborhood can have.
  • Conservation areas – Significant portions of the Waterset property are designated conservation land. This means protected green space, wildlife corridors, and buffer zones that won’t be developed.

If outdoor living and access to nature are important to you, Waterset delivers on this better than almost any other new community in the Brandon-Riverview-Apollo Beach market. The kayak launch alone is something I haven’t seen offered in any comparable community.

Schools Serving Waterset

Schools are a top priority for the families buying at Waterset, and the school situation here is evolving as the community grows. Here’s what’s currently zoned and what’s planned:

  • Elementary: Apollo Beach Elementary School – a solid neighborhood school. There are also discussions about a charter school within or near Waterset as the community grows.
  • Middle: Eisenhower Middle School
  • High: East Bay High School

School assignments in Hillsborough County can shift as new schools are built and district boundaries are redrawn. With Waterset expected to bring several thousand families to the area, there’s a realistic possibility of a new school being built nearby. I always recommend verifying current school zoning through the Hillsborough County Public Schools website before making a purchase decision – assignments can change between when you buy and when your children enroll.

CDD and HOA Fees – The Real Monthly Cost

This is where I have to be straight with you, because these fees are a significant part of your monthly housing cost at Waterset. Like virtually every new master-planned community in South Hillsborough County, Waterset has both a CDD (Community Development District) and an HOA.

That’s $300 to $400 per month on top of your mortgage, property taxes, and homeowners insurance. On a $300,000 home, your CDD and HOA fees alone cost more per month than many people pay for a car. This is the reality of buying in a new master-planned community in Florida.

The CDD fee pays for the infrastructure bonds (roads, water, sewer, stormwater management) and community-wide maintenance. It appears on your property tax bill. The HOA fee covers amenity center operations, common area landscaping, community events, and architectural review. My advice: when you compare Waterset’s home prices to other communities, always add the CDD/HOA cost to the monthly payment. A $300,000 home at Waterset with $350/month in community fees has the same effective monthly cost as roughly a $345,000 home in a community without a CDD. That math matters.

Location and Commute

Waterset’s address is technically Apollo Beach, but the community sits in a transitional area between Apollo Beach and Riverview along the US-41 corridor. Here’s how the commute looks from Waterset to the major employment centers:

The biggest commute factor at Waterset is US-41 traffic. During rush hour, getting north toward Tampa can be slow. However, the community does have reasonable access to I-75 via Gibsonton and Big Bend Road, which provides an alternative route. If you’re commuting to MacDill AFB, Waterset is actually well-positioned – it’s one of the more affordable new construction options within a reasonable drive of the base.

For shopping and daily errands, the Apollo Beach and Riverview retail corridors along US-41 and Big Bend Road are within 5-10 minutes of the community. Publix, Walmart, restaurants, medical offices, and other essentials are all nearby.

New Construction Buying Process at Waterset

If you haven’t bought new construction before, the process at Waterset works a little differently than buying an existing home. Here’s what to expect:

  1. Visit the model homes. Waterset has model home villages with furnished models from each builder. Tour all four builders. Bring your agent – more on that below.
  2. Select your builder and floorplan. Each builder has multiple floorplans available. Narrow down to the layout that fits your family’s needs.
  3. Choose your lot. Available lots vary by phase. Lot premiums (extra cost for larger, corner, or view lots) range from $5,000 to $30,000+.
  4. Write the contract. New construction contracts are builder contracts, not standard resale contracts. They favor the builder. Having your own agent review the contract is important.
  5. Design center selections. You’ll visit the builder’s design center to select finishes – cabinets, countertops, flooring, fixtures, paint colors. This is where budgets can expand quickly. Set a firm upgrade budget before you walk in.
  6. Construction period. Typical build time at Waterset is 5-8 months depending on the builder and lot readiness. You’ll receive progress updates and can visit the site during construction.
  7. Inspections and closing. Get an independent home inspection before your final walkthrough. Even on new construction. Then close and move in.

Important note about buyer representation: You should bring your own real estate agent to Waterset on your first visit. The sales associates at the model homes work for the builder, not for you. If you register without your own agent on your first visit, you may lose the ability to have representation later. Pros

  • Top-tier amenity center. The Waterset Club is one of the best amenity packages in the South Hillsborough market. Resort pool, fitness center, event lawn, and full-time lifestyle director.
  • Kayak launch and river access. Direct access to the Little Manatee River is unique. No other new community in this area offers this.
  • Extensive trail system. Miles of paved trails through conservation areas. Great for walking, running, and biking.
  • Four quality builders. Having multiple builders means more floorplans, price points, and options to choose from.
  • Strong community design. Newland’s master-planning experience shows. The community layout, green spaces, and amenity placement are well thought out.
  • New construction with warranty. Every home comes with a builder warranty. No deferred maintenance, no outdated systems, everything built to current Florida building code.
  • Conservation areas and natural setting. Protected green space and river frontage give Waterset a more natural feel than many cookie-cutter subdivisions.

Cons

  • High monthly fees. Combined CDD and HOA of $300-$400/month is a significant ongoing cost that doesn’t build equity.
  • Construction for years to come. With 4,000 planned homes and phases still releasing, you’ll be living in an active construction zone for the foreseeable future. Dust, trucks, and noise are part of the deal.
  • US-41 commute traffic. Rush hour traffic heading north on US-41 toward Tampa is a known pain point. This will likely get worse as the community grows.
  • School uncertainty. Current school assignments may shift as the area grows. Buyers with school-age children should verify current zoning carefully.
  • Limited nearby retail and dining. Apollo Beach is growing, but it’s not Brandon or South Tampa. Options for dining and shopping are still somewhat limited compared to more established areas.
  • Builder contracts favor the builder. New construction purchase agreements give builders significant advantages. Having your own agent and potentially a real estate attorney review the contract is important.

Who Is Waterset Best For?

Based on the buyers I’ve worked with at Waterset, the community is the best fit for:

  • Families who want new construction with resort amenities – The pool, fitness center, trails, and community events create a lifestyle that appeals to families with young children.
  • Outdoor enthusiasts – If kayaking, trail running, or nature walks are part of your lifestyle, Waterset’s river access and trail system are genuinely hard to beat in this market.
  • MacDill AFB military families – The commute to MacDill is reasonable, and the new construction price points work well with BAH (Basic Allowance for Housing) rates.
  • Buyers relocating to Tampa Bay – New construction eliminates the risk of hidden deferred maintenance that comes with buying existing homes in a market you don’t know yet.
  • Buyers who want a community, not just a subdivision – The lifestyle director, events calendar, and amenity programming give Waterset a genuine sense of community that many newer subdivisions lack.

Waterset may not be the best fit if you need a very short commute to downtown Tampa, want an established neighborhood with mature trees and landscaping, prefer to avoid CDD fees, or need to be within walking distance of retail and restaurants.

FishHawk Ranch is the most established comparison, but it’s further along in development and prices reflect that maturity. Waterset offers a similar quality of community planning at slightly lower price points, with the added benefit of river access and conservation land. Alafia and Panther Trace are solid communities, but neither matches Waterset’s amenity package or natural setting.
