Who Lives in Keystone?
Keystone attracts buyers who specifically do not want a master-planned community. Privacy, acreage, and the ability to have chickens or horses without getting a letter from an HOA board are the main draws. You will find longtime Hillsborough County families, professionals who want land near the city, and buyers priced out of comparable acreage in Lutz or Lithia. Remote workers have moved in steadily over the past several years, drawn by the lot sizes and the relative quiet.
It is not a neighborhood in the traditional grid-and-cul-de-sac sense. There are no community pools, no clubhouses, no playgrounds maintained by a resident association. The trade-off is complete freedom over your property and a lower ongoing cost of ownership than gated communities of comparable size.

Keystone sits in Hillsborough County, so students attend Hillsborough County public schools. Most of the Keystone area is zoned for Hammond Elementary, Martinez Middle School (formerly known as Sergeant Paul R. Smith Middle), and Steinbrenner High School. Steinbrenner consistently earns high ratings and is a significant driver of property values in this part of the county.
Some portions of Keystone near the Pasco County line may be in Pasco school zones. Always verify the exact school assignment for a specific parcel at the Hillsborough County Schools website before making a school-based decision.
What About Flood Risk and Septic?
Most of Keystone is in FEMA Flood Zone X (minimal risk), though some lower-lying areas near retention ponds or creek systems may carry Zone AE designations. Check the specific parcel on FEMA's Flood Map Service Center before purchasing.
Many properties in Keystone are on well and septic rather than city utilities.
