What Is Starkey Ranch?

Starkey Ranch is a large master-planned community located in Pasco County near the border of Hillsborough County and the Odessa area. It sits along Gunn Highway and Starkey Road, roughly 4 miles north of the Veterans Expressway's Gunn Highway entrance. The community was developed on former ranch land that gives the development its name, and it preserves a meaningful portion of that land as trails, parks, and natural open space integrated throughout the neighborhoods.

New construction is ongoing across several phases and villages. Builders active in Starkey Ranch have included David Weekley, CalAtlantic, Homes by WestBay, and others, producing a range of home sizes from townhomes under 1,500 square feet to single-family homes over 4,000 square feet. The community is large enough that different villages have noticeably different characters, from higher-density townhome blocks near the commercial center to quiet cul-de-sacs in the estate sections.

What Amenities Does Starkey Ranch Have?

The trail system is the standout amenity. Starkey Ranch has over 25 miles of paved multi-use trails connecting the villages to each other, to parks, and to the commercial areas. It is genuinely possible to get from one end of the community to another without driving. The trails run alongside retention ponds, through tree canopy corridors, and past the community's multiple parks.

Additional amenities include:

  • Multiple resort-style community pools (the primary pool and additional splash areas in individual villages)
  • Playgrounds and dog parks throughout
  • A Pasco County library branch within the community
  • A Publix-anchored shopping center at the Gunn Highway entrance
  • Starkey Ranch K-8 School, a top-rated Pasco County charter school located inside the community
  • Sports fields, tennis courts, and a canoe and kayak launch

The amenity density is one of the highest of any master-planned community in the Tampa Bay area.

What Are the HOA and CDD Fees?

This is the most important financial consideration in Starkey Ranch. The community has a Community Development District (CDD) that finances the infrastructure and amenities. CDD assessments are charged annually on the property tax bill, not collected monthly by the HOA. Rates vary significantly by village and phase within Starkey Ranch.

As a general range, expect CDD annual assessments of $2,000 to $5,000+ depending on your specific parcel and phase. Some of the newer phases with more infrastructure carry higher CDD debt and therefore higher annual assessments. Ask the builder or seller for the specific parcel's CDD assessment before making an offer. The CDD debt decreases over time as bonds are paid down, and homeowners can optionally prepay their portion to eliminate the ongoing charge.

HOA fees are separate from the CDD and cover community management and shared maintenance. These typically run an additional $100-$200 per month depending on the village.

How Far Is Starkey Ranch From Tampa?

  • Veterans Expressway (SR-589) at Gunn Hwy: About 4 miles south (8-10 minutes)
  • Tampa International Airport: 22 miles (30-40 minutes via Veterans Expressway)
  • Downtown Tampa: 26 miles (35-45 minutes via Veterans to I-275)
  • Suncoast Parkway (SR-589) at SR-54: 6 miles north (connects to I-75 and north Pasco County)
  • Westchase shops and restaurants: 10 miles south
  • Citrus Park Town Center: 11 miles south
  • Publix at Starkey Ranch Town Center: Within the community

The commute to Tampa is manageable but longer than Odessa proper. Veterans Expressway is the key link. Rush hour on Gunn Highway south toward the Veterans entrance can add time, particularly in the afternoon.

Which Schools Serve Starkey Ranch?

Starkey Ranch is in Pasco County, so students are served by Pasco County schools. The standout school is Starkey Ranch K-8, a Pasco County charter school located inside the community with consistently high ratings. The K-8 model means families stay at the same campus through middle school, which many families find highly convenient.

High school zoning is typically River Ridge High School or Sunlake High School (Sunlake opened in 2018 and is closer to the newer Starkey Ranch phases). Verify your specific parcel's school assignments with Pasco County Schools, as zones are reviewed and can change.

What Is the Flood Risk?

Starkey Ranch was engineered with water management central to its design. The extensive retention pond system and the trail corridors along those ponds handle stormwater. Most of the community is in FEMA Flood Zone X. Check your specific parcel on the FEMA Flood Map Service Center, particularly for lots adjacent to any natural water features in the older sections of the community.

How Does Starkey Ranch Compare?

  • The Eagles (4 miles south): Established 1990s-2000s homes, gated, golf community, lower ongoing fees, no new construction. Very different product.
  • Keystone (4 miles southwest): Rural, large lots, no HOA or CDD, no amenities. Opposite end of the spectrum.
  • Bexley (Land O' Lakes): Comparable master-planned community in Pasco County, similar amenity level and CDD structure, different location and school zones.
  • Westchase (Tampa/Hillsborough): Larger, more urban feel, more restaurant and retail access, lower CDD fees, Hillsborough County schools. 10 miles south.

What Should Buyers Know?

  • Get the CDD number in writing: Ask for the specific annual CDD assessment for the parcel, not a range from a builder rep. It varies meaningfully by phase.
  • New construction timelines: Builder timelines in active phases can shift. Get your completion estimate in the purchase contract, not verbally.
  • Resale vs. new construction: You can sometimes find a like-new resale in Starkey Ranch that avoids a builder's spec markup and comes with window treatments, appliances, and landscaping already done. Compare both options.
  • Pasco County property taxes: Pasco County's millage rates differ from Hillsborough. Run a tax estimate at the Pasco County Property Appraiser website before assuming your payment from a Hillsborough County comparison.
  • Trail-adjacent lots: Lots backing the trail system offer great access but less backyard privacy. Lots on the interior of cul-de-sacs have more enclosed yards.
